for around $50 billion to aid states ravaged by superstorm sandy. a partisan battle could ensue over the request. it falls short of the combined $82 billion sought for rebuilding efforts in new york, new jersey, and connecticut. a new federal study has found that the practice known as fracking can cause earthquakes. oil and gas operations caused the majority if not all earthquakes in certain areas of new mexico and colorado between 2001 and 2011. the report's co-author called fracking is as high risk that we need to be considering. washington state put into effect two news laws today with major national significance. as of midnight, possession of up to 1 ounce of marijuana is now legal in washington state, following the approval of a state ballot initiative last month. in enacting the measure, washington is the first state to decriminalize recreational marijuana use and the first to do so anywhere by popular vote. meanwhile, same-sex marriage is also now legal in washington as of midnight after also having been approved by voters on election day one month ago. those are some of the h

in new york state. % why? because of hurricane sandy and the presinks they had to use like paper ballots and they haven't been able to count them all. parts of new jersey most of those uncounted votes are up in the -- up in the northeast. so, as they are counting these votes t the president's total gets up and up and up. right now the count is the president has 65,000,069,89,000 romney 60,570. the president has a 5 million vent margin. that puts the president. still a million and a half to go at 50.9% of the vote. he will become in fact you have to say it's 51%. definitely 51%. that makes president obama only the second president in history to win two terms with more than 51% of the vote. the only other president who did that was dwight eisenhower in 52 and '56. >> that's an incredible statistic. >> that really is. >> so it was a historic win for obama, historicwin. president obama beat mitt romney by more votes than george bush beat john kerry and we know that was a blowout. people think of that as a blow out. this was a bigger blowout. >> it al

"consumer reports" says spending fell in october after rising in september. the gdp was higher than estimated. i never can quite figure out how they can both be true and whether or not this continues in coming months. >> that's a great question. i think we need to start with the revised number for the third quarter. the reason we saw gdp growth in the third quarter was because businesses were restocking their inventory. an government spending increased about 9.5%. not sustainable indicators of economic growth in the long term. consumer spending makes up about 70% of economic growth. the fact we saw that come down in october and actually the fact in november the early numbers despite a robust holiday shopping weekend are still not looking so good is why we're seeing economists predict a weak fourth quarter economic number. and we're actually seeing numbers as low as 1% which would be really terrible. >> no

jobless claims which have some sandy issues involved or the fiscal cliff talks? >> definitely the fiscal cliff. what you were talking about yesterday, boehner's comments really turned things around for the markets, all this sense of optimism all of a sudden. we saw the markets go from down triple digits for the dow up to triple digits. we haven't seen a swing like that since over a year ago. it's been october of 2011 was the last time it happened. it's definitely the fiscal cliff driving things. we heard commentary from lloyd blankfein, between that and the lead story -- one of the top stories on the front page of the "wall street journal" suggesting the president is flexible on the tax hikes, that sounds like a deal might get done. you see a gain of 50 or 60 points. gdp up 2.7% from 2%. there was concerning things when you dig into the numbers, it's all fiscal cliff all the time here, chuck. >> oh, hopefully, as you guys say, it will all -- people will rise above, right, becky? >> that's right. >> i know. i see the button. up next, we're taking a deep dive into the u.s. relationship wit
